Matthew Levin (BA, University of Manitoba, 1975; MA [International Economics], Monterey Institute of International Studies, California, 1984) is a retired Canadian foreign service officer. His last assignment was Ambassador to Spain and Andorra, from 2016 to 2020. While Ambassador to Spain he also served as Canada’s representative to the International Holocaust Remembrance Alliance (IHRA). Previously Mr. Levin served as Ambassador to Colombia (2005 to 2008) and Ambassador to Cuba (2010 to 2013). Mr. Levin’s other assignments abroad include two postings to Moscow, the second as Deputy Head of Mission, as Economic Counsellor in Washington, and in Central America. In Ottawa, he served as Director General of Global Affairs Canada’s Europe-Eurasia Bureau (2013 to 2016), Chief of Staff to two Deputy Ministers of Foreign Affairs, and Director of the Environmental Affairs Division. He also served as Director of Operations at the Foreign and Defence Policy Secretariat of the Privy Council Office. Prior to joining the Government of Canada, Mr. Levin taught English literature at the University of Milan and worked for Amnesty International in Canada.
