America does not need another preventable crisis in its own hemisphere—and certainly not one of its own making. Over the past few months, the United States has engaged in a massive military buildup—including troops, warships, and aircraft—in the Caribbean, ostensibly to stop drug trafficking originating in Venezuela. The Trump administration’s hawkish political rhetoric against Venezuelan President Nicolás Maduro, coupled with its declaration to Congress of its ramped-up military campaign against “narco-terrorists”, nonetheless, appears to imply that the ultimate goal here may, in fact, be regime change in Caracas. Despite President Trump’s signaling that he may meet with Maduro and Maduro’s openness to face-to-face talks, the U.S. military has conducted 21 boat strikes near the Venezuelan shore since early September, while the CIA is already carrying out covert operations in Venezuela. A U.S. military intervention in Venezuela would contradict the core promise of America First: keeping the nation out of unnecessary wars that hollow out its strength at home.
At present, the pretext for targeting Venezuela as part of combating international drug cartels is dubious. Most of the dangerous fentanyl supply that enters the United States is made in China and trafficked through Mexico, and neither country is being threatened with attack. Additionally, we still do not know if the types of boats hit by the U.S. military strikes are indeed drug-smuggling vessels. So far, none of the struck vessels shown looks large enough to traverse across the Caribbean.
But even if Maduro were involved in some illicit trafficking network, that fact would not remotely justify a military intervention whose consequences would almost certainly dwarf the problem it purports to solve.
First, let’s start with the obvious: a collapsed, failed state in Venezuela and the ensuing region-wide chaos. In recent history, prior American military interventions worldwide have all resulted in substantial and well-documented regional instability and humanitarian crises. In each case, extremist and criminal actors became more entrenched, increasing their power and international reach. From sectarian civil war in Iraq and Syria leading to the rise of ISIS, to the open slave markets and warlordism in Libya, and the spillover conflicts emanating from that country that engulfed the entire Sahel region—American nation-building has a miserable record. To be fair, nation-building has only ever succeeded when the invaded country was already fully industrialized, as in the cases of Japan and Germany after World War II. In contrast, both the human and financial costs of recent attempts have been immense, weakening the U.S. at home and abroad.
The first Trump administration’s own wargaming found that the fallout from regime change in Venezuela would be “sustained” turmoil, necessitating tens of thousands of U.S. troops to stabilize the country. The political violence would likely intensify if something like a “regime collapse” is deliberately pursued, which would likely leave military units loyal to the Maduro regime, criminal organizations, and local druglords as the most powerful actors on the ground. The result would be a zero-sum, internecine guerrilla warfare over control of the oil-rich country. It is a lose-lose scenario for Trump, Maduro, and the wider region that has already taken in more than 7 million Venezuelan refugees.
Second, waging war in Venezuela could also prove to be political Kryptonite for President Trump. After all, he was elected precisely because he was deemed to be more restrained (the president’s critics even labeled him an ‘isolationist’) compared to alternatives that toed the hawkish uniparty line. A new war of choice in America’s own hemisphere—the blowback of which could be more strongly felt—risks disillusioning Trump’s America First support base, who tasked him to end America’s senseless wars and not start new ones. At a time when many Americans are struggling with an affordability crisis and the country is in pressing need of investments to restore its industrial base and the living standards of its citizens, spending billions of dollars and sending American servicemen to war with a country that poses no threat to the United States and lies outside the American sphere of influence could well alienate many Trump voters and turn him into a lame duck, not to mention damaging his successor for the 2028 elections.
Aside from such ideological and capricious wars harming civil liberties and the Constitution, the choice of Maria Corina Machado as Maduro’s replacement could also taint the administration with hypocrisy. Shutting down USAID and disrupting the notorious National Endowment for Democracy (NED)—key public-facing institutions of the U.S. deep state used to destabilize foreign countries and facilitate U.S. intervention through astroturfed opposition—has been one of Donald Trump’s most defining achievements in his second tenure. And yet, Machado is clearly a creature of these taxpayer-funded, soft regime change programs: a living, breathing, media-savvy avatar of U.S. globalism. To champion her is to bend the knee to the very deep state that has bred her and many other “freedom fighters” like her.
But even if Machado were the right replacement, the case for military intervention in Venezuela is weak, hearkening back to the post-9/11 Neocon craze for global democracy-promotion and regime-change wars. It does not serve America’s vital national interests, and the country’s position within our own hemisphere only heightens the dangers.
Third, Trump arguably owes both of his electoral victories to a platform of running on strong border security and curbing rampant immigration. Wars and dramatic covert operations, however, tend to destabilize regions, thus resulting in increased migrant outflows. One of the reasons Hillary Clinton lost to Donald Trump in 2016 was specifically due to mass migration precipitated by instability in Central America caused by the Obama-Clinton decision to foment a coup in Honduras. A war in Venezuela, even with a supposedly decisive victory and quick withdrawal, would almost certainly recreate similar violence and chaotic conditions right on America’s doorstep.
Fourth, the more aggressive the United States behaves towards Venezuela, the more likely the so-far isolated nation is to acquire foreign support as part of global geopolitical rivalries. Russia, for instance, has let it leak that it would consider deploying hypersonic missiles in Venezuela to defend Maduro. While the logistical reality of decisive Chinese or Russian support creating a major hemispheric upset in the balance of power is remote, that is not the point. The real aim is to exert influence by drawing the U.S. into a prolonged and costly engagement, expending relatively little to keep a geopolitical rival bogged down in a proxy conflict close to its own borders. This is the same strategic logic the United States has applied in Ukraine, utilizing support and involvement to entangle an adversary in a distant theater where the stakes for itself are indirect but strategically significant. In both cases, the aim is to preoccupy and distract one’s strategic competitors.
Thus, a new fault line of instability in global competition opening up closer to American soil would represent a failure of U.S. policy, and would decrease, rather than increase, hemispheric security. Foreign policy hawks imply that, absent a swift regime change in Caracas, Venezuela will align with these outside powers. However, Venezuela’s government is more likely to align with them if it feels cornered and has no options. Still, if diplomacy prevails over the military option, Caracas could try to appease Trump and reconcile with the United States for the sake of its sanctioned economy and near-abroad security.
There is, of course, the chance that what we are seeing is all smoke and mirrors, that Washington is merely using the threat of force to get major concessions from Maduro and subdue a rogue state at its side. Perhaps, in the secret backrooms of power, an agreement is being reached with Beijing and Moscow to sign off on U.S. domination of Venezuela in exchange for a lessening of Washington’s military commitment to Taiwan and/or Ukraine. Or, more hopefully, perhaps the Trump administration is merely using its rhetoric and military positioning as a negotiating tactic, using maximum pressure before an eventual diplomatic deal with the Maduro government that would turn Maduro into a new U.S. partner like Syria’s Ahmad al-Sharaa.
If this were the case, however, it further affirms the fact that Venezuela can be traded with, its oil reserves opened for American exchange, and its sanctions regime eliminated to facilitate the less costly deployment of U.S. economic soft power. It is entirely possible to integrate the hemisphere and foster peaceful and stable relations without going to war.
There is no need to pick a fight with Venezuela, even if the result would be an overwhelming U.S. victory. The country is no more dangerous today to American interests than it was 5 or 10 years ago. Diplomacy and trade deals could more effectively open Venezuela to U.S. commercial interests without costing America its blood, treasure, or refugee flows. The costs of military action simply outweigh any potential economic benefits.
The Trump administration must persist in its proclaimed pivot back towards regionalism and spheres-of-influence thinking, not repeat the tired playbook of planetary policing. A policy of regime change (or collapse) in Caracas not only runs counter to the administration’s own strategic assessment but also unleashes unnecessary chaos and suffering on the entire Western hemisphere. Venezuela is a solvable diplomatic challenge, not a war that America needs—or can afford. Resorting to military action in Venezuela would be an affront to realism, a betrayal of America First, and a costly misjudgment.
The Western powers have failed to effectively manage the increasing threat of proliferation in the Middle East. While the international community is concerned with Iran’s nuclear program, Saudi Arabia has moved forward with developing its own nuclear program, and independent studies show that Israel has longed possessed dozens of nuclear warheads. The former is a member of the treaty on the Non-Proliferation of Nuclear Weapons (NPT), while the latter has refused to sign the international agreement.
On Middle East policy, the Biden campaign had staunchly criticized the Trump administration’s unilateral withdrawal from the Joint Comprehensive Plan of Action (JCPOA), more commonly known as the Iran Nuclear Deal and it has begun re-engaging Iran on the nuclear dossier since assuming office in January 2021. However, serious obstacles remain for responsible actors in expanding non-proliferation efforts toward a nuclear-free zone in the Middle East.
This panel will discuss how Western powers and multilateral institutions, such as the IAEA, can play a more effective role in managing non-proliferation efforts in the Middle East.

What is the current economic landscape in the Middle East? While global foreign direct investment is expected to fall drastically in the post-COVID era, the World Bank reported a 5% contraction in the economic output of the Middle East and North African (MENA) countries in 2020 due to the pandemic. While oil prices are expected to rebound with normalization in demand, political instability, regional and geopolitical tensions, domestic corruption, and a volatile regulatory and legal environment all threaten economic recovery in the Middle East. What is the prospect for economic growth and development in the region post-pandemic, and how could MENA nations promote sustainable growth and regional trade moving forward?
At the same time, Middle Eastern diaspora communities have become financially successful and can help promote trade between North America and the region. In this respect, the diaspora can become vital intermediaries for advancing U.S. and Canada’s business interests abroad. Promoting business diplomacy can both benefit the MENA region and be an effective and positive way to advance engagement and achieve foreign policy goals of the North Atlantic.
This panel will investigate the trade and investment opportunities in the Middle East, discuss how facilitating economic engagement with the region can benefit Canadian and American national interests, and explore relevant policy prescriptions.

The Middle East continues to grapple with violence and instability, particularly in Yemen, Syria and Iraq. Fueled by government incompetence and foreign interventions, terrorist insurgencies have imposed severe humanitarian and economic costs on the region. Meanwhile, regional actors have engaged in an unprecedented pursuit of arms accumulation. Saudi Arabia and the United Arab Emirates have imported billions of both Western and Russian-made weapons and funded militant groups across the region, intending to contain their regional adversaries, particularly Iran. Tehran has also provided sophisticated weaponry to various militia groups across the region to strengthen its geopolitical position against Saudi Arabia, UAE, and Israel.
On the other hand, with international terrorist networks and intense regional rivalry in the Middle East, it is impractical to discuss peace and security without addressing terrorism and the arms race in the region. This panel will primarily discuss the implications of the ongoing arms race in the region and the role of Western powers and multilateral organizations in facilitating trust-building security arrangements among regional stakeholders to limit the proliferation of arms across the Middle East.

The emerging regional order in West Asia will have wide-ranging implications for global security. The Biden administration has begun re-engaging Iran on the nuclear dossier, an initiative staunchly opposed by Israel, while also taking a harder line on Saudi Arabia’s intervention in Yemen. Meanwhile, key regional actors, including Qatar, Iraq, and Oman, have engaged in backchannel efforts to bring Iran and Saudi Arabia to the negotiating table. Military interventions, political and economic instabilities, and civil unrest in the Middle East have led to a global refugee crisis with an increasing wave of refugees and asylum seekers to Europe and Canada. Moreover, the COVID-19 pandemic has, in myriad ways, exacerbated and contributed to the ongoing security threats and destabilization of the region.
While these challenges pose serious risks to Canadian security, Ottawa will also have the opportunity to limit such risks and prevent a spillover effect vis-à-vis effective humanitarian initiatives in the region. In this panel, we will primarily investigate Canada’s Middle East Strategy’s degree of success in providing humanitarian aid to the region. Secondly, the panel will discuss what programs and initiatives Canada can introduce to further build on the renewed strategy. and more specifically, how Canada can utilize its policy instruments to more effectively deal with the increasing influx of refugees from the Middle East.

In 2016, Canada launched an ambitious five-year “Middle East Engagement Strategy” (2016-2021), committing to investing CA$3.5 billion over five years to help establish the necessary conditions for security and stability, alleviate human suffering and enable stabilization programs in the region. In the latest development, during the meeting of the Global Coalition against ISIS, Minister of Foreign Affairs Marc Garneau announced more than $43.6 million in Peace and Stabilization Operations Program funding for 11 projects in Syria and Iraq.
With Canada’s Middle East Engagement Strategy expiring this year, it is time to examine and evaluate this massive investment in the Middle East region in the past five years. More importantly, the panel will discuss a principled and strategic roadmap for the future of Canada’s short-term and long-term engagement in the Middle East.
