IPD’s Senior Fellow David Carment authored an op-ed for The Star with Dani Belo questioning Washington’s end-goal in the measures it has taken against Russia over Ukraine.
Combined with debilitating and sweeping sanctions on Russia, the decision by the U.S. to increase arm shipments to Ukraine ensures an escalatory path over the short term. Indeed, it is not clear if America’s strategic aim is the political and economic isolation and subsequent collapse of Russia, simple regime change, or the withdrawal of Russian forces from Ukraine. With American and Russian end goals unclear, the conflict remains unresolvable; the contract space or zone of agreement in which both parties can find an integrated solution is undefined.
