IPD Senior Fellow David Carment and Dani Belo wrote an op-ed for the Ottawa Citizen on the divergences between Washington and European capitals on threat perceptions and negotiating positions with Moscow over Ukraine.
The following are excerpts from the original piece published on January 28, 2022.
In essence, to disabuse European nations of their desire for enhancing EU-Russian economic cooperation, a protracted and violent conflict over Ukraine appears to be the primary wedge that America’s policymakers are using. Whether Berlin or Paris believe the U.S. is still the indispensable power remains to be seen. Even though European nations appear to be sidelined in Washington’s offensive, they have an opportunity to regain control over their own security.
